Howard Castleberry

Howard Castleberry is Citadel’s Preconstruction Manager and a key leader guiding clients through the most critical early phases of development. Working closely with Citadel’s Design Team, he oversees majority of Phase 1 and Phase 2 services—including due diligence, feasibility, entitlements, and permit strategy—to ensure a seamless transition from preconstruction to the construction team.

Howard brings a distinguished background in industrial development, nanotechnology, luxury residential construction, and award-winning photojournalism. As co-founder and Executive VP of GSL Industrial (now WelcomeGroup.com), he led design, due diligence, and construction for more than 70 industrial and office buildings, contributing to a 3MM+ sq. ft. portfolio. He also co-founded CBond Systems, helping raise capital, forge university research partnerships, secure 22 patents, and take the company public, and later founded BluePear Designs to build luxury homes in Austin and Horseshoe Bay.

Earlier in his career, Howard worked as a photojournalist with National Geographic, Sports Illustrated, The Dallas Morning News, and The Houston Chronicle, earning multiple national awards and four Pulitzer Prize nominations. He holds degrees from the University of Houston and the University of the South/Sewanee and lives in the Hill Country near Austin.
